Opens the 0.16.30 release: every catalog runtime rebuilds on tamatebako/ruby v0.2.38, which carries the spawn argv[0] fidelity fix (ruby#121) — spawned subprocesses now see the entrypoint argv[0] instead of the loader path, unbreaking jing-driven metanorma compiles (tebako#669 bug 2). Catalog CI on the pin PR (#210): 304 green / 0 failures (two infrastructure flakes — a release-CDN 500 and a pacman sync — recovered on failed-job rerun).
