When qualifications take a long time, there's no visual indication that they are running on the Component Details page. This adds one: a spinner will show on the qualification status, and the previous failure/success will no longer show until the qualification finishes.
Fixes BUG-1201.
How does this PR change the system?
Adds a DependentValues MV that includes both the component ID, and the list of dirty attribute paths. This is consumed by the qualifications panel to figure out which qualifications are running (if any) and which are not.
