Move commit identity, signature, content and version checks into a reusable read-only policy job. Add a stable package validation result and a read-only settings drift checker driven by MAINTENANCE.md.
Package validation also normalizes execution paths in logs and the captured SwiftPM root, scans UTF-8 evidence and compressed DocC archives, and prevents artifact upload when the evidence gate fails. The embedded workflow checkers are derived from tested source scripts so a caller cannot replace their implementation.
Validation: Scripts/check passes 17 regression tests, workflow derivation checks, actionlint and whitespace checks. The live settings audit reports existing missing tag rulesets on .github and skills, plus the empty website repository's bootstrap settings; those remain rollout work. No repository settings are changed by this PR.
