A fixed 45-minute job limit cancels validation for packages with large generated sources before their complete checks finish. Each CI matrix entry can declare timeout_minutes; existing callers retain 45 minutes. Invalid, fractional, or out-of-range values fail configuration before any check job starts.
Validation: 21 Python behavior tests, generated-workflow drift checks, actionlint and diff checks. The first consuming package will use the new pin before broader adoption.
