Installing a standalone Swift compiler updated PATH, but
xcrunandxcodebuildcould still select Xcode's bundled compiler. Export the installed toolchain's own bundle identifier through TOOLCHAINS so package commands, DocC and platform consumer checks use the same selection.Validation: shared policy/evidence derivations, 19 Python behavior tests, actionlint and diff checks pass. swift-appstoreconnect will exercise this pin with Swift 6.3.3 and the hosted macOS 15 SDK before further caller adoption.
