Declare the standard policy and aggregate checks for the swift-appstoreconnect bootstrap. Its prepared unpublished history will be signed and published once, then the declared default-branch and immutable-tag rulesets applied immediately.
Existing local validation evidence is retained; the initial hosted workflow checks the published commit. This adds no bypass or package-specific exception.
