chore: review ZCode 3.14.4 and close the ZCode release issues - #43

ZCode 3.14.4 only disables CAPTCHA verification for model requests and has no public source, so the source baseline and managed runtime stay at v3.14.3. Record the review, mark 3.14.4 as the last reviewed release and note that 3.14.0 is already covered by the current baseline.

Problem
Two ZCode release issues are still open:
zai-org/ZCodestill has only thev3.14.3tag,mainis still29628c9, and thefeat/ui-pluginbranch (662c30b) also reports version 3.14.3. Without public source, a 3.14.4 managed runtime cannot be built.Review of 3.14.4
The changelog for 3.14.4 has one entry: "Disabled CAPTCHA verification for model requests to further improve the free tier experience."
ticket/randstrfields go to the Coding Plan purchase preview API (packages/services/src/coding-plan-subscription/bigmodelCodingPlanSubscriptionProvider.ts), which the plugin never calls.Changes
