PubLedge's Utah SB 149 and HB 452 records made nationwide comparative claims that their retained official sources do not establish. This change removes those unsupported superlatives, retains neutral descriptions bound to the enrolled Utah bills and later amendment sources, and deliberately leaves both last_verified dates unchanged pending the repository-required human source-consistency review.

It also prepares package 0.2.5 because the corrected source records are included in the npm tarball. Version, changelog, release notes, generated documentation, publication-state candidate metadata, and MCP descriptor move together. Existing 0.2.4 provider receipts remain immutable, and public discovery continues to report the evidenced published 0.2.4 package until publication is independently verified.

Issue #3 remains open because all nine Utah records still require a qualifying human review before freshness dates can be renewed.
