Resume a running APRS decoder when the dashboard is reopened - #380

Conversation
The APRS dashboard showed standby while a decoder it started earlier kept running server-side. /aprs/status now reports the active frequency, and the dashboard takes over a running decoder on load. The welcome page also links running APRS and Meshtastic decoders to their dashboards, and marks any /<mode>/dashboard catalog card as running. Co-Authored-By: Claude Opus 5.5 <[email protected]>

Problem
The APRS dashboard showed standby while a decoder it had started earlier (another tab, or before the page was closed) kept running server-side, so it could not be stopped or watched from the page.
Changes
/aprs/statusreports the frequency the decoder is running on (nullonce stopped).resumeAprs()/showAprsRunning(), split out ofstartAprs())./<mode>/dashboardcatalog card is marked running.Tests
test_aprs_status_reports_the_frequency_it_is_running_on(tests/test_mode_lifecycle.py)test_health_reports_a_connected_meshtastic_node(tests/test_routes.py)Not yet run: the authoring machine had no Python environment. Please run
pytest tests/test_mode_lifecycle.py tests/test_routes.py, and check by hand: start APRS, close the tab, reopen/aprs/dashboard; it should show TRACKING with the live counts.🤖 Generated with Claude Code
