Summary

Final public-release polish for the historical Utopia / Neurocognitive System repository.

PR #4 has been merged into main; this PR is now retargeted directly to main.

This pass:

• sharpens the first-30-seconds README framing
• adds a Mermaid control-loop diagram with EEG explicitly marked FUTURE / INTENDED
• adds an implemented-vs-intended matrix derived from the preserved code
• records the corrected Utopia historical reference point
• documents P0/P1/P2 technical debt and reconstruction boundaries
• records current-tree and full-history public-release security audit evidence
• describes the incomplete WHOOP/OAuth boundary accurately
• adds active relative-documentation-link verification
• removes the unrelated ADHD visual-prosthetic thesis from the release artifact
• licenses the repository under Apache License 2.0

Verification

The final branch is required to pass the same install, compile, focused Ruff, PostgreSQL migration, migration 014 downgrade/upgrade, pytest, documentation-link, tracked-artifact, and full-history Gitleaks gates before merge.

The intended release is a historical/public-preservation artifact, not production-ready neurotech software.
