Introduce Continuity and license it under AGPL-3.0-only

Purpose

Introduce Continuity as the public-facing identity of the former UCF / Unicorn Foundry experiment, with the reliability pass merged and the project licensed for public reuse under AGPL-3.0-only.

Changes

• Replace the front-page README with a public introduction led by the original continuity problem, state-transition loop, architecture, evidence, test entry point, limitations, and origin.
• Preserve the previous README byte-for-byte in LEGACY_FOUNDRY.md.
• Add the exact GNU Affero General Public License v3 text in LICENSE.
• Declare AGPL-3.0-only in pyproject.toml and update the package description to the Continuity public description.
• Update project guidance and publication notes to the renamed sinethxyz/continuity repository and current merged reliability baseline.
• Keep historical imports, distribution name, configuration, runtime architecture, and original commits intact.

Current verified baseline

PR #6 is merged as 6cc52e5e8dd22bccf6d00b7e78bb542f0538f8a3.

Main run 36140729000 passed on that merged baseline:

• editable install
• compilation
• targeted Ruff
• 51-test foundation/adapter/integrity subset
• full 525-test regression suite

The selected tests are included in the 525 total.

Licence

Continuity is released under GNU Affero General Public License v3.0 only (AGPL-3.0-only).

The historical LEGACY_FOUNDRY.md snapshot may still contain the former internal-use notice; that archived text does not override the root LICENSE or current package metadata.

Boundaries

This release still does not claim a learned world model, general intelligence, crash-resume, exactly-once execution, comprehensive verifier coverage, or production readiness. The historical RunEngine has not yet been converged onto the transition core.

Repository settings have already been renamed/configured by the owner. No announcement is posted by this PR.

Validation

The package-metadata change intentionally triggers the full GitHub Actions gate before merge. Merge only after that check is green.
