fix: restart the daemon only when it is older than the CLI - #54

Two installs of different versions restarted each other's daemon on every command. Now only an older daemon (or one too old to report its version) is replaced, so the newer one wins. Release 2.2.5. Co-Authored-By: Claude Opus 5.5 (1M context) <[email protected]>

What changes
The daemon version check from 2.2.4 restarted the daemon whenever its version differed from the CLI. With a global and a project-local install of different versions they restarted each other on every command. Now only an older daemon, or one too old to report its version, is replaced, so the newer daemon stays.
