Promotes the real-CAPI-accepted 0.3.0-rc.1 implementation to the 0.3.0 stable identity.
No implementation or WIT changes. The Cargo identity changes codegen layout, so the stable component was rebuilt and revalidated against pinned MinIO HEAD and LIST matrices. Full just dist, strict Clippy, SDK drift, compatibility guards, and both live gates pass. Exported component WIT is byte-identical to rc.1.
