Moves the repo to pnpm per the org decision; npm overrides become pnpm.overrides and .github/workflows/nodejs.yml now installs and builds with pnpm.
Verified pnpm install --frozen-lockfile, build, 17 jest tests and eslint pass; lockfile has the same 384 versions and the pack file list is unchanged.
