Summary

Correct the Windows preview release plan after the unrelated Nod/macOS prerelease occupied the remote 0.1.78-beta1 namespace. The local Windows beta1 custody record remains immutable but permanently nonpublishable, while beta3 remains valid and unpublished.

Changes

  • Record the exact remote beta1 tag object, peeled commit, prerelease metadata, and release URL without treating the collision as Windows candidate drift.
  • Preserve the local beta1, beta2, and beta3 custody identities and update the retained beta3 collision evidence inventory from 80 to 81 entries.
  • Replace blanket remote-tag absence claims with the precise beta2, beta3, v-prefixed tag, and beta3 release state.

Test plan

RED: pwsh -NoProfile -Command "assert beta1 collision disclosure" -> Expected beta1 collision disclosure; found blanket all-three-unpushed and remote-beta-absent claims
GREEN: pwsh -NoProfile -Command "assert beta1 collision disclosure" -> 15/15 passed
REGRESSION: pwsh -NoProfile -File Tools\windows\Tests\PreviewCore.Tests.ps1; pwsh -NoProfile -File Tools\windows\validate.ps1 -Task privacy; ledger and git diff assertions -> PreviewCore 37/37 passed; privacy passed; ledger 98/62/36; diff check passed; one file changed

Additional read-only checks confirmed the live remote beta1 tag/release metadata, absence of beta2/beta3/v-prefixed candidate tags and a beta3 release, and unchanged local beta1/beta2/beta3 annotated tag objects and peeled commits.
