Docs lines the second 21 Oct sweep (#1373 to #1381) made false or left out.
HammerForge_SPEC.md: bridge steps go throughcommit_completed_if_changed(), and a call or batch that changes nothing records no step and answersno_change: true([MCP] hf_run_command records a step for a command that changed nothing #1365).hf_set_cordonwith a place and no index replaces an untouched default cordon ([MCP] hf_set_cordon without an index leaves the default whole-level cordon in force #1367). A cordon edit that changes nothing records none.hf_run_commandis one step only when it changes the level.
