What does this PR do?

Adds generic API functions (github.query/github.rate_limit, adds github_user module with info (read user accounts only, unspecified => token user) and list_keys funcs, splits off an org-specific github_org.info (read org accounts only, unspecified => owner if that is an org) and a generic github.account_info for querying arbitrary account types (defaults to owner or token user).
