Improve MCP agent adoption and observability

Summary

• fix same-app MCP backend calls by using the internal Container Apps origin
• improve all seven tool contracts, Agent Skill workflows, and agent-facing documentation
• add privacy-safe caller-day correlation and bounded error-code telemetry
• add product adoption and MCP conversion/reliability Workbook definitions
• publish MCP Registry metadata through secretless GitHub OIDC after server.json changes land on main

Privacy

Telemetry excludes prompts, tool arguments, tokens, authorization data, client IPs, and raw user-agent strings. Caller correlation uses a daily rotating HMAC.

Validation

• focused MCP contract suite (43 passed)

Deployment note

The generated Workbook contains 19 items, including mcp-conversion and mcp-errors. Updating the existing live Azure Workbook is pending interactive authentication to the DevGlobe tenant; no Azure resource was modified during the failed authentication attempt.
