• fix(server): read ws_buffer from the config file
• fix(server): keep one stop listener from database preparation to shutdown
• fix(storage): read back message summaries with array recipients and tags
• fix(api): refuse a release whose captured envelope cannot carry over whole
• fix(tui): keep an owed resync until the event queue has room for it
• fix(tui): never refetch a stale view over a fetch still in flight
• fix(ui): keep a filtered view true to events for rows it does not count
