`summary.md` recent issues has 22 (all) issues

[medium-effort]

now i don't know if this is intended, like how many issues are on . like i know the Notes (i think) is only supposed to have 10 (based on experience, it removes old ones as the new one is written).

currently, one of my project has 22 issues. all of it are written on summary.md's Recent Issues. Can't exactly copy it here for privacy reasons, but it's around 7943 characters (around 2102 tokens, counted with google.genai).

Thanks, not intended. Notes is capped at 10 but Recent issues and Decisions are not, so the summary keeps growing as a project ages. #25 caps Recent issues, and on merge I'll keep open issues always visible and cap only the fixed ones, plus add a cap to Decisions, which is usually the larger section. Planned for the next update this Sunday.

Fixed in 0.3.4 via #25 plus follow-ups: every open issue stays visible (the newest 20 in full, older ones by id), fixed issues are capped at the 10 newest and decisions at the 15 newest, each with a line saying what was left out. Thanks again for the report.
