Bumps Utopia from re.12 to 0.1.0-re.13 (index digest sha256:4ac26d9f…, linux/amd64 among its platforms). It's the first release published by re-cinq/utopia's release.yml from a tag on re-dev, at 8550d86b.

• An index on fact_evidence(document_id) (Evidence is read by document through an index utopia#5, fork migration 9000, schema version 102), so evidence is read per document instead of across every base.
• The utopia:temporal review fixes (utopia:temporal: report a bad value by its IRI, export state too, and count an import's change utopia#4, from The importer reads utopia:temporal on a property deeplethe/utopia#1291): the export writes state too, an invalid value is reported by its IRI, and an import that changes a temporal bumps updated_at.
• Fork docs and CI on re-dev pushes (Document how the re-cinq fork runs, and run CI on re-dev utopia#1).

Checked before tagging, on 8550d86b: re-dev's own CI (fmt, clippy, tests, migrations twice) passed. Locally: migrations twice on a fresh database (schema 102, fact_evidence_document_idx present), fmt, clippy -D warnings, and cargo test --workspace passed, 1,623 tests.

Migration 9000 runs on start. It creates an index on fact_evidence.

After merge: terraform apply -target='kubernetes_deployment_v1.utopia[0]' from main.
