Minimal, vendor-neutral agent setup. Principle:
Agents may do the work, but the engineer retains ownership of the mental model.

Mirror skills for Claude Code (.claude/skills) and, for --user, Cursor Cloud (~/.cursor/skills) |
Why .agents by default? Cursor and Codex load .agents/skills / ~/.agents/skills. Claude Code still expects .claude/skills; Cursor Cloud Agents sync only ~/.cursor/skills. Use --compat when you need those.

Planning uses .agents/skills/plan-change/QUESTION-BANK.md and PLAN-TEMPLATE.md. Ask every relevant unresolved question in rounds, with concrete scenarios, options, consequences, and recommendations. Save the plan under the product repo's existing plan location or docs/plans/; significant work requires plan review before acceptance and implementation. Explicit requests for exhaustive planning override brevity defaults. implement-change follows the accepted steps and returns material gaps to planning.
Planning and both review modes are documentation-only: static file/diff inspection, questions, and documentation writes. If dedicated file tools fail or time out, narrow read-only shell commands may inspect files and diffs. These phases never run code, tests, builds, scripts, or applications, and never modify implementation files. Code examples and executable commands are written for later use. Execution and fixes belong to separate implementation/verification phases, whose recorded results can be inspected during review.
