Implement a shared action for publishing just one file to docs.nvidia.com.
We need this functionality for publishing a
versions.jsonfile shared by multiple different docs versions.This new shared-action is very similar to the other
publish-docsaction.See https://github.com/rapidsai/cugraph-docs/actions/runs/32891517293/job/97968657948 for a working dry-run.
