Bind authenticated observations to subjects, snapshots and freshness; verify real TLS negotiation and support the existing ML-DSA authority through standard JWS. Add strict discovery, durable monitoring, reproducible qScan integration and exact-head validation. Retain explicit production acceptance boundaries.

Separate declared crypto capabilities from authenticated observations and independently verified results. Add strict v2 validation, certificate-validated hybrid TLS probing, standard JWS trust and replay policy, bounded HTTPS discovery, conservative compatibility assessment and an adapter for the existing qScan producer.
Monitoring preserves its last authenticated baseline when evidence is rejected and retains pending alerts until explicit delivery acknowledgment, including across crashes and output failures. Device compatibility remains declared or unknown without representative measurements. The -02 RFCXML, generated renderings, schema and examples describe one contract.
