Changes the docs-guild escalate_to in .github/review-routing.yml from tatcoo-pulumi to jkodroff, at Cam's request.

That field sets who the SLA sweep @-mentions when a PR waits past docs-guild's 3-business-day review SLA. It's also the owner the weekly digest shows on the docs-guild line (#21952).

The sweep is still off (REVIEW_V3_SLA unset), so nobody gets pinged until it's switched on. No other file references the old handle. The config parses, and the routing and SLA-sweep tests pass (122 tests).
