chore(renovate): pin GitHub Actions to commit digests - #56

Tags can be moved by whoever controls the action repository, so a compromised release would run in our deploy workflow. Digest pinning makes Renovate propose the update as a reviewable diff instead. The shared renovate-conf already extends this preset; this repository does not extend renovate-conf, so it is added here directly.
