pcsx-redux.exe relaunches pcsx-redux.main through the shell and exits, so the editor waited on a pid that never creates the display block and Play showed nothing. A saved tool path that no longer exists now falls through to the environment and the package instead of asking for the file again.

On Windows, Play started
pcsx-redux.exe, which relaunchespcsx-redux.mainthrough the shell and exits. The editor then waited for the display block under the launcher's pid, which never exists, so the Game panel stayed empty. Play now runspcsx-redux.maindirectly when it sits beside the launcher, whether the path came from the package or from Locate. Also, a saved tool path that no longer exists (an old build, a moved folder) used to win over the package and send you to the setup popup. It now falls through to the environment and then the package.
