pass. ci-only, touches no plugin content. pins droid cli to 0.248.0 and swaps the latest-installer for a direct versioned download with sha256 check, which is the smallest way to pin since the installer always pulls latest. Validate plugin is green on 6d4c50d, and it runs marketplace add + install + list + the installed-skill check on 0.248.0. no issue to link. not a draft. squash-merging.
note for later: unpin once factory fixes the 0.249.0 marketplace-add credential error.

pin the ci droid cli install to 0.248.0. 0.249.0 rejects marketplace add with an org credential error. unpin when that release is fixed.
