M16.5 API monitoring sharing, export and retention #68

Part of #63. Needs M16.1.

yuva-api

• Share links for API properties with the views api_overview, api_routes and api_consumers (consumer names only when that view is listed), M15's tokens, passwords, expiry, embedding and limits.
• Exports view and daily with dataset: api (and uptime once M16.4 is in) as CSV or NDJSON; read endpoints in /v1 for everything the panel shows.
• Retention: minutes YUVA_MONITOR_MINUTE_DAYS (server-wide), hours monitor_hour_days, days retention_months per property, by the analytics_partitions job; DELETE …/consumers/{id} erases a consumer; deleting a property deletes its rows in every tier.

Done when

An export matches the panel for the same filter; a share link shows its views without sign-in, hides consumers unless listed, and stops working when revoked; rows past each tier's retention are gone, and an erased consumer is gone from every tier.
