Remove POSTIL IGNORE REPOSITORY MODEL CONFIG

Pins v0.6.1, invokes bounded review, requires explicit model or trusted config, supports Anthropic and private endpoint authentication, and fails closed on malformed envelopes and untrusted artifacts or signers. The local contract tests, published release assets, and hostile audit pass; the pinned CLI intentionally contains no hosted default model.
