Web manifest enhancement

• bump xlr version to include change for interface Manifest enhancement to provide package information xlr#13 https://github.com/player-ui/xlr/releases/tag/1.1.0-next.0

• read package name and version

  • bazel: read name from xlr_compile arg and version from stamped version in BAZEL_STABLE_STATUS_FILE since currently the version in package.json is only placeholder and only the stable file holds the real version
  • non-bazel: read both package name and version from package.json

• this is combined with Pass the package name and stamped version to xlr compile rules_player#120

test result using player's reference-assets running in react repo by updating js_pipeline to js_xlr_pipeline
