Adds release notes for Percona ClusterSync for MongoDB 1.1.0 and wires them into the nav, the release notes index, and variables.yml (release date 2026-11-05, from the Jira fix version).

Highlights: configurable target write concern (PCSM-311), option to skip chunk pre-splitting (PCSM-382), HA reliability fixes (PCSM-385, PCSM-388, PCSM-389).

Needs verification before publishing. These tickets were not merged to PCSM main when this was written, so their entries are based on the Jira descriptions:

  • PCSM-128: Open. The entry is a placeholder and needs the actual change description.
  • PCSM-352: Open. This is an internal linter change; consider dropping it from the public notes.
  • PCSM-366: Open
  • PCSM-389: In Progress, on the unmerged PCSM-389 branch
  • PCSM-329: Pending Release in Jira, but no commit with this ID was found on main

Related docs PRs: #89 (PCSM-311) and #87 (PCSM-382). Once they merge, the highlights can link to the parameter documentation.
