What and why:

Measure timeout decisions against the watchdog's arm event rather than task-body startup. Remove the near-seven-second lower bound measured from the body, and let the stuck batch's pool settle.

Tests only. Production timing, warnings and worker behaviour are unchanged. No operator action or database migration is required.

Tests: the five affected test files pass on SQLite (281 passed, 50 skipped); CI runs the full matrix on SQLite, PostgreSQL and MySQL. Ruff check and format are clean.

Changelog: not user-visible.

Measure timeout decisions from watchdog arming instead of task-body
startup. Remove the body-relative lower bound and allow the stuck
batch's pool to settle.

Keep timing instrumentation in tests. Production behavior is unchanged;
no migration or operator action is required.
