Why

Release the certifi requirement from #38, which drops the compromised eMudhra root certificate. The version comes from the git tag (setuptools_scm), so releasing means updating the changelog and tagging.

What

Only CHANGELOG.md changes:

Stacking

This PR is based on #38's branch so the changelog edits don't conflict. When #38 merges, retarget this PR to main.

Release steps

  1. Merge fix(deps): require certifi>=2026.10.19 to drop the compromised eMudhra root #38 and the CI on main is green.
  2. Merge this PR.
  3. Tag v0.9.5 on main.

Thanks for updating the changelog and also adding the old PRs. We totally forgot to update then. Could we make the entries more concise?

Move the certifi fix out of Unreleased into a 0.9.5 section and add the
two merged changes (#33 log format, #34 dev-channel check) that were
never recorded. The version itself comes from the v0.9.5 git tag via
setuptools_scm, so the changelog is the only file to change.

Review feedback asked for more concise entries. Use one short sentence
per entry, as in earlier releases, and link the certifi fix to #38.
