[Feature]: ICS Forms Updates #154

Description

@AstroP25

What problem are you trying to solve?

Pre-made ICS forms don't align with the FEMA standard forms.

What would you like it to do?

Follow the ICS forms available from FEMA.

i.e. ICS 214 with section 6 to allow for either individual or group use, ICS 205 is missing an entire column to delineate between RX and TX tone/NAC in addition to missing the Wide/Narrow fields.

How do you handle it now?

Currently handled by using the FEMA built forms.

What kind of group are you in?

Other

Who do you think needs this?

Likely useful to most groups running TicketsCAD

Could you help build or test it? (optional)

Thanks, this is accurate. Checked against FEMA's current forms:

ICS 205 (Radio Communications Plan). Our channel table has Zone/Group, Channel, Function, RX frequency, TX frequency, a single Tone/NAC column and Assignment. FEMA's block 4 also has Channel Name/Trunked Radio System Talkgroup, Narrow/Wide for each frequency, separate RX Tone/NAC and TX Tone/NAC, Mode (A, D or M) and Remarks.

ICS 214 (Activity Log). Ours is laid out for a team only: team name, team leader name and position, then the log. FEMA's has the person's Name, ICS Position and Home Agency (blocks 3 to 5), block 6 Resources Assigned (Name, ICS Position, Home Agency and Unit), and a date as well as a time on each log entry, so the same form serves an individual or a group.

In the meantime, an administrator can build FEMA-matching versions under Settings → Custom ICS Form Types. It supports table fields with your own columns, and the forms it produces are saved and printed like the built-in ones.

This is done, on main in this repository. Every built-in ICS form now follows the NIMS ICS Forms Booklet (FEMA 502-2): FEMA's block numbers and titles, in FEMA's order, in the editor and on the printout, with FEMA's Prepared by block (Name, Position/Title, Signature line, Date/Time).

    The two forms you named

    • ICS 205: block 4 has FEMA's eleven columns: Zone Grp., Ch #, Function, Channel Name/Trunked Radio System Talkgroup, Assignment, RX Freq with N or W, RX Tone/NAC, TX Freq with N or W, TX Tone/NAC, Mode (A, D or M) and Remarks.
    • ICS 214: blocks 3 to 5 (Name, ICS Position, Home Agency (and Unit)), block 6 Resources Assigned, and a date as well as a time on every activity log entry, so it serves an individual or a group.

The other existing forms, checked against the booklet and corrected

    • ICS 213: block 1 Incident Name; Replied by split into Name, Position/Title, signature and Date/Time. The Winlink export is unchanged.
    • ICS 213 RR: all 19 blocks (it was missing the request number, priority, Section Chief approval, and the Logistics and Finance blocks), with requested and estimated arrival.
    • ICS 202: command emphasis, site safety plan, the Incident Action Plan checklist, and Incident Commander approval.
    • ICS 205A: FEMA's single "Method(s) of Contact" column.
    • ICS 206: contact numbers/frequency, ALS or BLS, air and ground travel time, burn center, the aviation-rescue check box, and Safety Officer approval.
    • ICS 221: FEMA's check-out list and travel/reassignment blocks.
    • ICS 214a is kept for forms already saved, labelled as the pre-2010 individual log, since FEMA folded it into ICS 214.

    Forms that were missing, now built in: ICS 201, 203, 204, 207, 208, 208 HM, 209, 210, 211, 215, 215A, 217A, 218, the 219 Resource Status Cards (219-1 to 219-8 and 219-10), 220, 225, 230-CG and 233-CG.

Forms saved before this change still open and print with all their data. Where a FEMA block replaced an old field, the old value is shown in the new place (for example, a 205's single Tone/NAC appears as both RX and TX Tone/NAC, and an old team 214's team name and leader appear in blocks 3 and 4), and is stored in the new place the next time the form is saved. The full block-by-block comparison is in specs/gh154-ics-forms-fema/audit.md, and docs/ICS-FORMS.md lists every form.

Please try the forms you use and comment here with anything that still differs from FEMA's. If this covers what you asked, close the issue.

    Confirmed on my install as well — this is thorough. Checked inc/ics-forms-builtin.php's full type registry against your writeup: all 34 forms are there (201, 202, 203, 204, 205, 205A, 206, 207, 208, 208 HM, 209, 210, 211, 213, 213 RR, 214, 214a legacy, 215, 215A, 217A, 218, every 219 T-card, 220, 221, 225, 230-CG, 233-CG).

Checked the two forms I specifically called out:

    • ICS 205 block 4 now has all 11 real columns (Zone Grp., Ch #, Function, Channel Name/Talkgroup, Assignment, RX Freq, RX N/W, RX Tone/NAC, TX Freq, TX N/W, TX Tone/NAC, Mode, Remarks) — not the old single Tone/NAC with no Wide/Narrow.
    • ICS 214 blocks 3-4 are Name / ICS Position as FEMA has them.

My own GTMV custom forms also still work after the overhaul (verified one still loads).
