Upgrade tutor-contrib-ltistore for Tutor 22 / Verawood compatibility #74

LTI store is not working with Verawood and master. And the reason is this dependency:

openedx-tutor-plugins/plugins/tutor-contrib-ltistore/pyproject.toml

Line 30 in 134df6f

"tutor>=19.0.0,<22.0.0",

Resolving this will require updating the dependency and testing the LTI store with Verawood.
