tutor: implement auto running the management command on deploy #460
Description
Update tutor cms and lms init scripts so the load_authz_schema management command is automatically run on deployments.
Follow the same approach as used to the existing load policy command, see: overhangio/tutor#1290

Question for refinement: should this be implemented directly in tutor? or in a plugin as discussed here: #461?
How can we make sure it gets run automatically without extra steps if not part of tutor?
