Description
Implement the logic to read definition files (e.g., YAML), compile the rules in memory, and apply the early validations defined in the ADR. For now, the openedx-authz module will load its own definitions by pointing directly to its local path, setting the foundation for future extensibility.
Acceptance Criteria
- Create the
Loaderfunction/class that receives a list of definition file paths. - Implement early validation: detection of duplicate identifiers, unsupported scope types, and broken references.
- Define and implement error handling: specify whether the application fails on startup (
Fail Fast) or if the invalid file is skipped leaving a critical error log. - The
openedx-authzmodule successfully loads its own roles/permissions by passing its static path to theLoader.

@BryanttV I think with the PRs that have been merged so far, the acceptance criteria of this ticket would be complete, what do you think?

Yes, according to the criteria, it's complete. I opened this because the other PRs lacked linked issues, so I linked them here. I'll close this one and open new issues to map the work for the remaining PRs. Thanks!
