With frontend-base and apps as workspace packages, npm otherwise hoists TypeScript 6 to satisfy root-level peer ranges. Co-Authored-By: Claude <[email protected]>

Description
Two independent corrections to the root manifest.
The
peerDependenciesblock was redundant, and removing it leaves every resolved version unchanged.TypeScript is pinned to
^5.9.3. With frontend-base and apps present as workspace packages, npm would otherwise hoist 6.x to satisfy root-level peer ranges, which in turn would break the build.Part of openedx/paragon#4440.
LLM usage notice
Built with assistance from Claude.
