Global query keys #253

Description

In some cases it'll be useful to have global query keys that apps can re-use, thus avoiding hitting the server more often than necessary.

The task: find out what these cases might be (for instance), then come up with a plan of how to implement these keys and probably the fetching apparatus itself.
