What Problem This Solves
Seven purge test calls supplied reason labels that the helper ignored. The helper also accepted a testing handle without reporting failures or forwarding it.
User Impact
Test-only cleanup. Production purge behavior and archived data handling are unchanged.
Why This Change Was Made
Remove both inert parameters and the unused Helper call. Keep plan creation, error returns and plan-ID-based application unchanged, along with all archive inputs and assertions. Record the cleanup in the test ledger.
