Build Git and its C and shell helpers from a source archive, using the consuming workspace's dependencies and toolchain configuration. Adapt the registry's platform configuration for GNU Windows, PCRE2, native zlib-ng, iconv, and relocatable runtime paths. Reuse Git's source generators and retain the registry license and attribution.

Add Bazel targets for Git's C programs, shell helpers, and runtime data so a consuming workspace can pin a source archive and apply local patches with
http_archive.The consumer supplies dependencies, dependency patches, toolchains, and installation. Git uses its existing source generators and registry-derived platform configuration, with GNU Windows, PCRE2, native zlib-ng, iconv, filesystem monitoring, and relocatable runtime paths. The registry license and attribution are retained.
Validation: Bazel 9.2 archive builds, transport-feature checks, and executable smoke checks passed on Linux, macOS, and Windows, each on x86-64 and AArch64, using consumer-provided dependency versions and patches.
