…root Version 0.4.10 -> 0.4.11 everywhere bump-my-version manages, the CHANGELOG entry with its upgrade note, and the ROADMAP's current status. The second README rule in [tool.bumpversion] is removed: the regex rule added in 0.4.10 already rewrites both install lines, so the second one found nothing and printed an error on every bump.
