fix: keep Node ARP when community nvm.exe remains - #24

Certified uninstall cleanup wiped nvm4w-node-v* and LocalAppData even when Community was still installed. Skip shared cleanup when %LOCALAPPDATA%\Author Software\nvm\nvm.exe is present. Signed-off-by: Corey Butler <[email protected]>
