The Reviews page previously always filtered by the signed-in user's account, hiding unassigned drafts and reviews assigned to other people even when “All” was selected. It now shows all workspace reviews by default.

Add an assignee dropdown populated with workspace members. Selecting a member filters the server query by their account ID; “All assignees” removes that filter. The existing status filter and cursor pagination continue to apply. Update English and German empty-state text to describe the workspace-wide list.

Validation: make check, npm run typecheck, npm run build:web, and git diff --check passed with existing non-blocking warnings.
