ci(release): golangci-lint v2.13.2 to match ci.yml

Description

The Release workflow is failing on main at the Lint step:

can't load config: the Go language version (go1.25) used to build golangci-lint is lower than the targeted Go version (1.26.6)

#158 and #157 moved go.mod to Go 1.26 and bumped golangci-lint in ci.yml to v2.13.2, but release.yml pins its own copy, still v2.7.2. This PR bumps that copy to v2.13.2 and adds a comment in both workflows to keep the two versions in sync.
