Deliver the remaining official 0.55.11 security dependency patch to dev, preserving current runtime and Requirements protections. Tracks #780 and the setuptools correction in #787. No merge or automatic merge is authorized.
Verified progress on 29 October 2026
Fixed evidence finalization with a two-line accounting correction. The serialized identity report now counts only against its existing 16 MiB report allowance. The independent input-metadata guard and every other numerical limit remain enforced.
Native verification run 40950214216, attempt 1, succeeded at auxiliary commit 3444f6748cda468295f68f15f45aca97bfb9ed16. Independent review accepted both authenticated artifacts, all 15 intended assertion failures, unchanged original source identities, and complete deletion and descriptor closure for all five owned roots. This is the historical development proof, not final-head or protected-origin acceptance.
Refreshed the private production candidate through normal official resolution. It selects Semgrep 1.182.1, GitPython 3.2.1, packaging 26.3, pycparser 3.12, python-discovery 1.6.1, virtualenv 21.14.13, filelock 4.2.1, msgpack 1.2.3 and setuptools 84.1.0. Core 0.55.11 and certifi 2026.10.19 remain unchanged.
The separate Code Review lock now has a reviewed Pylint 4.0.9 candidate for GHSA-22qq-2fwx-7p67. Its six transitive selections remain unchanged.
All three unchanged strict audit gates passed against those prepared files. These local candidate results are not current-head CI passes.
Fixed both review findings in the prepared test/spec refresh. The selection test requires equal nonempty artifact hash sets, and the scope explicitly includes setuptools. All 21 refreshed mapped cases produce intended local assertion failures against unchanged production inputs, with zero errors or skips. Independent review accepted that test-only refresh.
Accepted residual dependency risk
The owner explicitly directed using newer official Semgrep and temporarily deferring its incompatible pinned MCP risk on 29 October 2026. Official metadata checked on 30 October 2026 also lists Semgrep 1.183.0 with the same mcp==1.29.0 pin. The reviewed candidate remains 1.182.1; it is not described as the latest release, and the MCP vulnerability remains disclosed.
Official Semgrep 1.182.1 still requires mcp==1.29.0; patched MCP 1.30.0 cannot normally resolve with that pin.
The candidate records only the three additional MCP advisories GHSA-5h93-6whr-6q8j, GHSA-rwrf-2pqf-9j8j and GHSA-w4fh-qvv9-3v23, with their CVE aliases, for exact MCP 1.29.0 through 4 November 2026 inclusive. The old MCP advisory and separate OpenTelemetry 1.37.0 advisory retain distinct records and the same expiry. MCP and OpenTelemetry remain vulnerable. CLI-only mitigations are limited risk reduction, not remediation or proof of unreachability. All strict audits and expiry checks remain enforced. No unrelated exception, renewal, forced resolver or Semgrep fork is included.
Remaining delivery gates
The public head is now refreshed CI-signed test prefix 22b2fa7bd763b18ada1bfd1a9ea482a624f34cca, with original signed prefix 4ae6175a4d337296d0347e73b66c9da1f0e43f7f retained as its sole parent, based on dev 9b5ad1e78430cc0b061cb16de42f73de96f4f312. Fresh CI signing run 40959594363 succeeded; independent review verified its exact tree, complete 19-file test/spec delta, service roles, raw signature payload and artifact. The normal hook checks and all 186 signing contract tests passed. All 93 affected tests and three strict audits pass with the locally applied production candidate. The complete production candidate has not yet been pushed, and required current-head CI is not green.
The current signed test source now has genuine Linux failing-first proof. Native run 41082128288, attempt 1 at auxiliary executor 7b6b5fc1af7b57c2eb5a3546b7578a81175e4dfa, completed successfully. Independent packet review accepted 21 intended assertion failures, zero errors/passes/skips, all 35 unchanged source identities, exact plans and selected test hashes, and complete deletion and descriptor closure for all five owned roots. Its subject is signed R2 22b2fa7bd763b18ada1bfd1a9ea482a624f34cca, separate from the auxiliary executor. This supplies current development failing-first evidence, not protected origin or final-head readiness.
The remaining work is the fixed connection through the existing proof-transfer and isolated-origin jobs, all three native consumers, complete production finalization and CI-only signing, fresh exact-head authority, Code Review and every required current-head check. No new reusable workflow/index framework or missing-RED waiver is included. The complete production patch is still not pushed. Review threads stay open until their fixes are pushed and validated. Do not merge.
Policy PR #6 is already complete at 640549e62fb3ca001499e71d4cf935aa8c0a0192, retaining its reviewed policy parent. Its landing does not authorize further protected deployment. Old signer run 40248154362 and consumed auxiliary runs will not be retried or reused.
The owner’s non-draft state is preserved. No merge, automatic merge, release, package publication or local signing is authorized. The later main release must preserve the published 0.55.4 application payload and exclude unrelated dev runtime changes. Old #785 closes only after verified replacement coverage and a linking comment.
Adds the OpenSpec change security-dependencies-0-55-11-dev and tests for a planned 0.55.11 dependency-security follow-up. This PR does not apply the production dependency updates or change CLI behavior.
User-visible behavior and CLI surface
No commands, options, defaults, or user-visible behavior change.
The specifications cover reviewed dependency versions and floors, bounded advisory exceptions, GitPython submodule-path checks, and scheduled resolver test selection. These remain requirements, not production implementations.
Contract and API impact
No public functions, Pydantic models, or module package boundaries change. The GitPython tests specify expected behavior but do not implement it. No cross-repository module changes are included.
Testing and quality gates
The supplied evidence reports local failing-before runs, including 15 intended assertion failures with no errors or skips. A separate prepared test/spec refresh reportedly produced 21 intended assertion failures. These are not passing verification results or native CI acceptance.
Required current-head checks and delivery gates remain outstanding. No hatch run contract-test or coverage result is provided. The expired-pycparser setup refusal is not semantic failing-test evidence.
OpenSpec, docs, and release scope
Adds OpenSpec change security-dependencies-0-55-11-dev and updates openspec/CHANGE_ORDER.md. No docs/ or CHANGELOG changes are listed.
The proposed advisory exceptions accept time-limited residual risk for MCP and OpenTelemetry; they do not remediate those dependencies. No production dependency update, version bump, module signing, merge, or release is claimed or authorized.
This PR adds an OpenSpec plan for a development dependency-security follow-up, records local validation and review evidence, and adds regression tests for dependency trust, audit exceptions, GitPython submodule paths, and resolver selections. It does not implement the proposed production dependency changes or authorize merge or release.

Layer / File(s)
Summary
Follow-up scope and security requirements openspec/CHANGE_ORDER.md, openspec/changes/security-dependencies-0-55-11-dev/*
The OpenSpec change defines proposed dependency versions, security requirements, acceptance criteria, validation evidence, blockers, and remaining tasks. It records that production changes, merge, and release are not claimed or authorized.
Tests check reviewed pycparser provenance, bounded audit exceptions, dependency versions and artifact hashes, public dependency floors, Pylint inputs, and expected security records.
GitPython compatibility and resolver-lane tests tests/unit/security/test_frozen_gitpython_compatibility.py, tests/unit/scripts/test_dependency_compatibility_workflow.py
Tests check rejection of Git metadata submodule paths before cloning and verify that scheduled resolver exclusions retain ordinary cases without changing other jobs’ selections.
Issue 780: The PR adds specifications and regression coverage for the same dependency-security follow-up; the proposed production remediation remains incomplete.
Issue 787: The OpenSpec plan and tests cover the proposed setuptools 84.1.0 candidate, while frozen lock regeneration and delivery gates remain pending.
Merge Risk: Minimal · up to 22b2f
This PR adds an OpenSpec plan and regression tests for the dependency-security follow-up without changing runtime behavior. No actionable merge-blocking risk remains in the reviewed changes. The remaining delivery gates stated by the author, such as the production patch and required CI, are tracked separately.

Full details: Description check
Explanation
The description follows the repository's general shape (Purpose, progress, residual risk, delivery gates) and gives substantial context: tracked issue #780, verification runs, accepted residual MCP/OpenTelemetry risk with expiry date, and explicit no-merge/no-release statements. However, it does not use the template's required sections. It omits the 'Fixes #(issue)' / 'New Features #(issue)' linkage (it says 'Tracks #780' instead), the Type of Change checkboxes, the Contract-First Testing Evidence section (contract decorators, CrossHair, hatch contract-test runs), the How Has This Been Tested section with Python and OS versions, the Checklist, and the Quality Gates Status. The author also states that the current public head is a different commit (22b2fa7...) than the one in the PR objectives (4ae6175...), and the description says the required current-head CI is not green, so the description does not provide a single clear head to validate against. Several required template items (contract references, test environment, lint/type-check results on the current head) are missing or not applicable-marked.
Resolution
Add the template sections that apply to this change: (1) Replace 'Tracks #780' with a 'Fixes #' or explicit issue reference and state the Contract References (or state none apply, since no source/public API changes are claimed). (2) Tick the Type of Change boxes; this is a security dependency/test change, so likely Bug fix or Test enhancement, and state why. (3) Fill in the Contract-First Testing Evidence section, or mark each item not applicable with a reason, because the change touches only dependency manifests, tests, and OpenSpec files. (4) Fill in How Has This Been Tested with the Python version and OS used for the local runs. (5) Complete the Checklist and Quality Gates Status, or record which gates have not been run on the current head. (6) State a single public head commit in the description and align it with the head named in the PR objectives, and mark any gate that is not green as pending.

Policy prerequisite nold-ai/.github#6 was normal-merged on 26 October 2026 at 13:36 Europe/Berlin. Actual destination main is 640549e62fb3ca001499e71d4cf935aa8c0a0192. Its second parent preserves reviewed policy 46a4f141de4497c1f46a6114683308fd6f3b2525, and the complete merged tree equals the independently reviewed policy tree. The fresh shipping verifier returned PASS+NOTES; policy tests and exact-head security review passed.
This PR still targets dev at signed test prefix 4ae6175a4d337296d0347e73b66c9da1f0e43f7f and remains draft. The complete 0.55.11 production security patch is not applied yet. The landed foundation does not activate a native release index, reusable workflow, signed origin or producer/consumer integration. Original native replay and the later protected admission gates still precede the patch. The existing expired-pycparser setup refusal is not semantic failing-test evidence and will not be retried unchanged or relabeled.
Work continues in the isolated diagnostic observer branch under frozen, independently accepted tests. That local unit supplies no native RED, PR approval or final readiness claim. This PR will be marked ready only after the complete patch, fresh evidence, required reviews and checks are verified. No core merge or automatic merge has been requested.

The code-review module’s authenticated toolchain lock currently pins Semgrep 1.144.0, while the companion native parity implementation requires 1.175.0 and fixed hashes. A core Semgrep upgrade will therefore require coordinated lock regeneration and parity verification. [::nold-ai/specfact-cli-modules::packages/specfact-code-review/src/specfact_code_review/resources/contracts/pr-range-v1-toolchain-lock.json:1] [::nold-ai/specfact-cli-modules::scripts/native_semgrep_parity.py:49-65]
The module manifest authenticates the toolchain lock by digest and carries package integrity checksum/signature fields; changing the lock requires updating these release/signature inputs. [::nold-ai/specfact-cli-modules::packages/specfact-code-review/module-package.yaml:16-19] [::nold-ai/specfact-cli-modules::packages/specfact-code-review/module-package.yaml:45-47]
Native Semgrep validation rejects candidates unless the distribution is exactly 1.175.0 with the expected semgrep-core hash, so dependency-security work must preserve this native contract rather than only changing a Python dependency floor. [::nold-ai/specfact-cli-modules::scripts/macos_managed_boundary/python_analyzers.py:774-780]

Purpose
Deliver the remaining official 0.55.11 security dependency patch to
