Summary

Remove the rejected Semgrep fork producer, candidate workflow, runtime patches and fork-specific tests/plans. Retain official Semgrep 1.179.0 with MCP 1.29.0. Latest official Semgrep 1.182.0 still pins MCP 1.29.0, and normal resolution with patched MCP 1.30.0 fails.

Retain the certifi 2026.10.19 correction and core 0.55.11 preparation. Per the owner's 2026-10-21 direction, add one reviewed MCP 1.29.0 exception for CVE-2026-59951 / GHSA-84m7-p3x7-pcfv through 2026-11-04 inclusive. The strict audit visibly reports WAIVED for that finding only. Other findings, versions, skipped subjects and expiry remain blocking. MCP remains vulnerable; ordinary reviewed automation does not start its server. Do not expose a stateful Streamable HTTP MCP server during the exception. Review upstream weekly and remove the exception after a verified compatible official fix.

Validation

  • 54 focused security tests pass, including real frozen/installed certificate checks and exact exception/expiry rejection.
  • All three strict frozen audits pass with the single authorized MCP waiver.
  • Required local type/lint/YAML/contract/license/Bandit gates pass. Official Semgrep SAST reports zero findings.
  • Independent mapping and final code reviews accept the corrected scope. No introduced SpecFact review error or warning remains; existing whole-file findings have explicit dispositions.
  • Frozen regeneration, reproducibility, version synchronization and strict OpenSpec validation pass. Scoped smart-test passes 53 selected unit tests; this is not full-suite coverage evidence.

Boundaries

All required CI and exact-head human authority remain enforced. Signing is CI/CD only. No fork package/publisher, merge, release, promotion or related-PR closure is authorized by this change.

The runtime source delta against dev changes only version strings. A later dependency-only hotfix release must start from actual published v0.55.4 commit d579970 and exclude unreleased dev runtime changes. This PR does not promote all dev commits.

Issue #780 tracks implementation under #747. Baseline Z3 issue #783 remains separate. Earlier candidate results are historical, unadopted evidence in Git; they do not supply acceptance or publication authority for this scope.

Current protected status

At head 0262dbe, native Security Audit and Trusted Requirements Authority pass. Other native checks have completed successfully or are skipped. The three Requirements contexts remain red on prior-red-proof-invalid, despite eleven passing selected tests. Exact parameter collection is fixed.

The separately authorized draft policy contract PR records the current immutable evidence and a distinct proposed late-cycle admission class. It is documentation only, issues no admission, and changes no executable policy. Implementation, authenticated transport, distinct human admission approval and core consumer integration remain unperformed. No policy deployment or merge is authorized.

📝 Summary

User-visible behavior and CLI surface

  • No CLI commands, options, defaults, or scanner behavior change.
  • The delivered CA trust store now requires certifi>=2026.10.19.
  • A regression test rejects the compromised emSign ECC Root CA - G3 fingerprint.

Contract/API impact

  • No public functions, Pydantic models, or package boundaries change.
  • Scanner contracts and audit inputs remain unchanged.
  • Native scanner replacement remains planning-only.
  • Code Review module migration remains tracked separately in nold-ai/specfact-cli-modules#523.

Testing and quality gates

  • OpenSpec change ID: isolate-semgrep-security-runtime.
  • Reported validation passed with 3429 tests and 11 skipped, including security, release, lint, type, delivery-parity, license, dependency-trust, version, and Bandit checks.
  • The failing-first native run retained the compromised-fingerprint failure.
  • MCP 1.29.0 / CVE-2026-59951 remains a security, release, and promotion blocker.
  • Current review severity counts are not supplied.
  • Final Trusted Requirements Authority approval remains outstanding.

OpenSpec and release touchpoints

  • requirements/ci/locked.txt updates certifi to 2026.10.19 with new hashes.
  • Project versions change from 0.55.10 to 0.55.11.
  • CHANGELOG.md records the security fix and advisory GHSA-6q48-6c7w-9gw2.
  • Native scanner planning remains under openspec/parking-lot/replace-vulnerable-scanner-runtime/.
  • No native artifact, module migration, merge authorization, release promotion, or signing change is established.

This pull request patches the certifi trust store, adds regression evidence for the compromised root certificate, and synchronizes version and lock data to 0.55.11. It also preserves native scanner replacement as a parked, unimplemented plan with defined security and compatibility gates.

Changes: Security runtime planning

Layer / File(s) Summary
Certificate trust-store correction
openspec/changes/isolate-semgrep-security-runtime/*, tests/unit/security/test_certificate_trust_store.py
The change requires certifi >=2026.10.19 and verifies that a nonempty trust store excludes the specified emSign root fingerprint.
Native scanner replacement plan
openspec/parking-lot/replace-vulnerable-scanner-runtime/*
The parked plan defines authenticated artifact preparation, scanner execution ownership, audit coverage, parity checks, Code Review migration, failure handling, and release gates.
Status, release, and validation tracking
openspec/CHANGE_ORDER.md, openspec/parking-lot/README.md, CHANGELOG.md, pyproject.toml, setup.py, src/*, requirements/ci/locked.txt, tests/unit/security/test_release_promotion_security_gates.py
The records update status counts, synchronize version 0.55.11 and certifi 2026.10.19, preserve MCP and release blockers, and state that no native scanner implementation or production adoption occurred.

Change: Bug fix · Severity of issue fixed: Medium

Merge Risk: 🔵 Low · up to 66ee3

This change raises the certifi minimum to 2026.10.19 and moves the release to 0.55.11, which removes the compromised emSign root certificate from the delivered trust store. The known MCP advisory is pre-existing, and the existing security gate still stops publication while it remains. One follow-up remains: the version-synchronization test could miss a stale version assignment. Tighten that check, but it does not block merging.

Linked repositories findings

nold-ai/specfact-cli-modules

  • The companion repo still declares semgrep>=1.144.0 and its scan/scan-all scripts invoke Semgrep directly. A future native replacement therefore needs coordinated updates here; this PR’s planning-only scope leaves those unchanged. [::nold-ai/specfact-cli-modules::pyproject.toml:37] [::nold-ai/specfact-cli-modules::pyproject.toml:60-61]
  • The bundled Code Review module exposes run_semgrep and run_semgrep_bugs, both returning list[ReviewFinding]; the first pass also handles missing-tool and malformed-output cases. These are compatibility behaviors to preserve if the proposed scanner replaces the current runtime. [::nold-ai/specfact-cli-modules::packages/specfact-code-review/src/specfact_code_review/tools/semgrep_runner.py:621-660] [::nold-ai/specfact-cli-modules::packages/specfact-code-review/src/specfact_code_review/tools/semgrep_runner.py:723-758]
  • The module’s bundle tests explicitly require its Semgrep rule files, including .semgrep/clean_code.yaml and .semgrep/bugs.yaml, to ship in the artifact. Its manifest also has a version and integrity signature, so implementation that changes packaged resources should account for the bundle’s release/integrity process. [::nold-ai/specfact-cli-modules::tests/unit/test_bundle_resource_payloads.py:264-273] [::nold-ai/specfact-cli-modules::packages/specfact-code-review/module-package.yaml:1-2] [::nold-ai/specfact-cli-modules::packages/specfact-code-review/module-package.yaml:45-47]

- Finalize completed OpenSpec changes with `openspec archive <change-id>` (see [docs/agent-rules/40-openspec-and-tdd.md](docs/agent-rules/40-openspec-and-tdd.md)); do not manually move change folders under `openspec/changes/archive/`.

## Strategic context
Design and dependency context may live in a **sibling internal repository** (for example a checkout of `specfact-cli-internal` beside this repo, with wiki pages under `../specfact-cli-internal/wiki/`). Before designing or scoping a new OpenSpec change, read the wiki paths listed in [docs/agent-rules/40-openspec-and-tdd.md](docs/agent-rules/40-openspec-and-tdd.md#internal-wiki-and-strategic-context) using **absolute paths** to those files. Treat the wiki as read-only context; do not paste or commit wiki bodies into this public repository. Material edits to an **active** OpenSpec change (scope, design, tasks, dependencies) require updating th...

  • The companion repo still depends on semgrep>=1.144.0, and its scan/scan-all scripts invoke Semgrep directly. A future native replacement requires coordinated updates; this planning PR leaves them unchanged. [::nold-ai/specfact-cli-modules::pyproject.toml:37] [::nold-ai/specfact-cli-modules::pyproject.toml:60-61]
  • Code Review exposes run_semgrep and run_semgrep_bugs, returning list[ReviewFinding], with explicit missing-tool and malformed-output handling. These compatibility behaviors must be preserved by any implementation. [::nold-ai/specfact-cli-modules::packages/specfact-code-review/src/specfact_code_review/tools/semgrep_runner.py:621-660] [::nold-ai/specfact-cli-modules::packages/specfact-code-review/src/specfact_code_review/tools/semgrep_runner.py:723-758]
  • Bundle tests require Semgrep rule resources such as .semgrep/clean_code.yaml and .semgrep/bugs.yaml; the module manifest also carries version and integrity-signature metadata. Scanner implementation changes will therefore require bundle-resource and release/integrity updates. [::nold-ai/specfact-cli-modules::tests/unit/test_bundle_resource_payloads.py:264-273] [::nold-ai/specfact-cli-modules::packages/specfact-code-review/module-package.yaml:1-2] [::nold-ai/specfact-cli-modules::packages/specfact-code-review/module-package.yaml:45-47]

Independent AI Requirements review accepted the immediate certifi unit and its mapping on 2026-10-20 Europe/Berlin. Reviewer Codex:/root/certifi_scope_review inspected the scoped proposal, parked native obligations and actual old-bundle regression. It independently reproduced the compromised CA fingerprint failure. The two historical-preservation defects it found were corrected before acceptance.

Accepted canonical mapping digest is sha256:e589e57c557c19e6000447a2bf68834912fb3b74d773d862598f21480aef4afe.

The active unit covers certifi >=2026.10.19 and the actual installed trust-store test. All fourteen unimplemented native scanner cases remain preserved in openspec/parking-lot/replace-vulnerable-scanner-runtime/. No audit input or gate is removed. MCP1.29.0 still blocks aggregate security, release and promotion. Complete native artifact and module migration requirements remain outstanding.

This is technical AI review acceptance only. It is not human Trusted Requirements Authority, a green security audit, merge permission or release permission. New final-head authority and CI execution evidence remain required. Signing stays CI/CD only.

nold-ai/specfact-cli-modules

  • The Code Review module does not directly declare certifi; its declared dependencies are packaging, requests, and cryptography. The certifi patch therefore appears confined to the core frozen Python closure rather than requiring a companion manifest change. [::nold-ai/specfact-cli-modules::packages/specfact-code-review/module-package.yaml:12-15]
  • Semgrep remains an active dependency and powers the scan/scan-all commands, so the PR’s certifi-only scope does not remove or replace scanner runtime usage. [::nold-ai/specfact-cli-modules::pyproject.toml:37] [::nold-ai/specfact-cli-modules::pyproject.toml:60-61]
  • The scanner consumer contract remains list[ReviewFinding], including a single missing-tool result on the primary pass and no duplicate missing-tool result from the bugs pass. Any future native replacement must preserve this behavior. [::nold-ai/specfact-cli-modules::packages/specfact-code-review/src/specfact_code_review/tools/semgrep_runner.py:621-660] [::nold-ai/specfact-cli-modules::packages/specfact-code-review/src/specfact_code_review/tools/semgrep_runner.py:723-758]
  • Companion bundle tests require Semgrep rule resources (clean_code.yaml, bugs.yaml, and ai-bloat.yaml) to be packaged. [::nold-ai/specfact-cli-modules::tests/unit/test_bundle_resource_payloads.py:264-274]
  • The module manifest carries authenticated resource digests plus checksum/signature metadata; eventual scanner/resource migration would require coordinated integrity regeneration, but the current certifi patch does not itself alter this module. [::nold-ai/specfact-cli-modules::packages/specfact-code-review/module-package.yaml:16-47]

124-124: 📐 Maintainability & Code Quality

The comment's premise is contradicted. The repository requires strict validation for active changes, while parking-lot guidance schedules revalidation when a proposal returns to openspec/changes/. The recorded command is explicitly identified as validation from the original active change, so it does not misrepresent current parked-proposal validation.

openspec/parking-lot/README.md: 1

37-37: 📐 Maintainability & Code Quality

The row is explicitly an un-park trigger, not an implementation authorization. The restoration policy limits un-parking to re-validation, moving the proposal, and rerunning OpenSpec validation. The proposal also states that implementation and adoption remain blocked by the listed gates. No README change is required.

Certifi correction66ee3d58959e7798a6a7a5a1ed5c41d1db37fbc0 is committed and pushed. The owner's one-time local frozen-audit hook exception was used for that exact reviewed patch; all other hooks ran and required CI remains enforced. Package/runtime compatibility and quality checks pass. Both fixed review threads have implementing replies and are resolved. No local signature, merge or release occurred.

The remaining strict audit finding is MCP1.29.0/CVE-2026-59951. Current supported Semgrep still exact-pins it. Autonomous work continues on a bounded public PyPI-compatible metadata-only scanner distribution with MCP1.30.0, all seven native variants and21 CI execution cells. Exact candidate preparation does not claim publication/adoption or a clean aggregate audit. First public dependency publication needs a concrete operator-controlled publisher activation after candidate review.

A separate Requirements failure was traced to its trusted base verifier's old certificate bundle. The safe correction tests the exact candidate frozen wheel's CA data without importing candidate dependencies into that verifier. Revised independent mapping acceptance and authentic new native RED/GREEN evidence are required. Final commit/tree-bound human authority remains separate and cannot be manufactured from the general autonomy grant. Signing stays CI/CD only.

Independent AI technical review of the fresh artifact test cycle is accepted for the reviewed test bytes only. This is not human Trusted Requirements Authority, accepted native RED, publication approval or permission to merge.

The exact test SHA256 is d9bd7999112e5a9832f52ba9a03a4fc4d69b0326e191a02b735b6d553143ac34. Single-file mapping is sha256:9260bf98d7d3e53daf5e8ebc039ea4757d638fc78be639e17a3f527ffb3e12b1; plan is sha256:fd935a7c63f8406300d65aeacd7a2356c48cec7e333ba8d6ad2d2b6e850e3444. The recipe remains bcb7d9ce9cb05fb479069af7c0eaebe816adbea338ceb269642c731de18bcb0c.

The independent untouched older-Hatch run records 14 passes and one intended failure, actual mcp==1.29.0 versus required mcp==1.30.0. Certificate artifact proof passes. The new wrong-SHA256 download control passes both in that run and separately. No producer exists in the reviewed branch. The installed-certificate test remains unchanged. This is real local artifact behavior, not native runtime execution.

Native run 39507988136 at b61774e retained certificate PASS and MCP FAIL, but its reconciliation is incomplete FINAL. Its aggregate mapping includes native source context and is distinct from the single-file digest above. It is not accepted RED. The fresh test/spec-only descendant uses b61774e as candidate cycle base and preserves the full plan. Existing late-RED policy must explicitly admit PR #782 before any such evidence can be accepted. No classifier, audit, authority or signature policy is waived.

Reviewed 2026-10-21 Europe/Berlin by independent AI reviewer /root/fresh_artifact_cycle_review. Private report and exact JUnit captures are retained in the task audit directory. Native candidate execution, source/license closure, actual package publication, public-index consumer adoption, canonical MCP audit and final exact-tree human authority remain open. Signing remains CI/CD only.

The certifi fix is pushed in 66ee3d5. The one-time local hook exception was consumed for that exact patch. All subsequent candidate commits used normal hooks, and all required CI checks remain enforced.

At 46970dc, the MCP candidate workflow succeeds across its reproducible build, all 21 native cells, aggregation and CI-only attestation. I independently checked all seven wheel hashes and 1,617 aggregate-bound evidence files. All nine attested subjects pass cryptographic verification against the exact source commit, branch and signer workflow. This is candidate provenance, not publication approval.

PR #782 remains BLOCKED. The final forge snapshot has 56 passed checks, 6 skipped checks, 5 failed checks and no unresolved review threads. The frozen Security Audit still correctly fails on canonical MCP 1.29.0. Both current mapped Requirements tests pass, but their report retains prior-red-proof-invalid. The protected late-cycle route and final exact-head human authority remain separate requirements.

Canonical adoption also requires complete source/license redistribution closure, operator-owned first public package publication, public hash/provenance verification and the signed Code Review module migration. The unchanged module still requires upstream semgrep, and a normal resolver proves it cannot coexist with the fork. The separately discovered baseline macOS Z3 metadata defect is tracked in #783 without a pin or audit waiver.

I also verified a private dependency-only 0.55.11 fixture from the actual published v0.55.4 tag. It preserves every packaged application payload except the version string and passes real installed core scanning checks with pip and uv. That fixture is not release-ready. Current dev includes unreleased registry changes, so promoting all of dev would not produce the requested dependency-only hotfix. Any eventual 0.55.11 publication must identify one immutable artifact set.

No local signing, package publication, core merge, promotion or related-PR closure occurred. The remaining operator and release gates stay visible.

PR #782 merged with missing historical Requirements provenance. This
separately requested follow-up enforces an explicit, revision-bound
human admission at producer, fresh execution and final verdict. Raw
native failure remains unchanged, and independent Code Review and all CI
stay required.

- Call the immutable live policy independently at each boundary. Audit
sidecars grant no later authority. An isolated CI job attests the
original native artifact.
- Preserve the eleven dependency cases and three CI controls, with all
fourteen selectors and protected mapping digests unchanged.
- Restore all three current-run evidence transfers by exact artifact ID.
The pinned download action discarded a valid requested rerun ID through
name deduplication. One shared workflow program checks
repository/run/head/name, SHA-256, bounded HTTPS transfer and inert ZIP
extraction before exclusive publication. Existing context survives.

Policy [nold-ai/.github#4](nold-ai/.github#4)
was owner-approved and deployed. Genuine fresh origin verification then
exposed a literal synthetic-merge ID refusal despite identical signed
tree/ancestry. Reviewed correction
[nold-ai/.github#5](nold-ai/.github#5) has green
CI and 264 passing policy tests. Core pins its immutable revision, but
the candidate remains inactive pending explicit owner approval for
protected deployment. Its new path requires both valid signed
identities, the exact reviewed full tree and identical ordered base/head
parents, while retaining actual source attestation. Fresh exact
authority and separate missing-RED admission follow deployed-policy
verification. Previous grants cannot transfer.

Validation includes 179 policy tests, 114 focused core tests,
independent security review with eight additional hostile probe groups,
genuine live exact-ID transfers through the final program, and normal
commit hooks. The required local smart-test gate passed its 111 selected
tests. Full lint, YAML, pinned workflow lint, strict OpenSpec and
unchanged mapping/plan checks pass. New test code has zero review
findings; seven precisely scoped diagnostics in unchanged existing
functions have independently verified baseline exceptions documented in
[TDD
evidence](https://github.com/nold-ai/specfact-cli/blob/c73a9d6d3809ac763edb4eeacb7ad4e2d082e38d/openspec/changes/isolate-semgrep-security-runtime/TDD_EVIDENCE.md).
Final-head CI is running.

Scope is CI, tests and issue #780 specifications. Official packages,
certifi 2026.10.19, core 0.55.11 and the reviewed MCP exception through
4 November 2026 remain as merged. Signing and attestation generation are
CI/CD-only. Core merging and any further protected deployment require
owner approval.

A future dependency-only release starts from published v0.55.4 and
excludes unrelated dev runtime changes. This PR publishes no release.
