Complete the official 0.55.11 security dependency patch in dev before preparing the separate release for main. #780 tracks the security work and #787 tracks setuptools. Main release PR #785 remains draft and incomplete.
Current delivery state
This PR remains the signed test and specification prefix at 4ae6175a4d337296d0347e73b66c9da1f0e43f7f, based on dev 9b5ad1e78430cc0b061cb16de42f73de96f4f312. The complete production patch has not been pushed. Required CI is not green, and this PR is not ready to merge. Preserve the owner's non-draft state while work continues. No merge or automatic merge is authorized.
The earlier six-package graph preview resolved normally with official GitPython 3.2.1, packaging 26.3, pycparser 3.12, python-discovery 1.6.1, virtualenv 21.14.12 and setuptools 84.1.0. Independent review verified all 184 package records, every export hash set and the selected upstream artifact metadata. That was an unapplied integrity preview, not a security clearance. Fresh advisory data now invalidates virtualenv 21.14.12 as the intended final selection and requires additional fixes below.
Core 0.55.11, certifi 2026.10.19, current dev runtime protections, Requirements validation and all three strict audits remain required. No Semgrep fork, publisher, forced resolver conflict, new advisory exception or renewal is authorized. Frozen selections do not establish security for every public installation outcome.
New dependency blocker confirmed on 28 October 2026
A fresh OSV query of all 183 registry records, complete advisory and official PyPI metadata checks, actual resolver dry runs and independent triage identify eight additional unapproved advisory matches in the preview.
Seven matches also affect current core selections. The virtualenv match concerns the preview's 21.14.12 regression; current core 21.11.0 lies outside that specific affected interval. These are dependency matches, not proof of reachable application exploitation.
The normal dry run for filelock 4.2.1, msgpack 1.2.3 and virtualenv 21.14.13 succeeds with the existing 184-package graph. Those updates still need mapped tests, normal regeneration, compatibility checks and strict audits before adoption.
Patched MCP cannot currently resolve with the required official scanner. Every currently available non-yanked stable Semgrep release from 1.175.0 through latest 1.182.1 requires mcp==1.29.0. The actual normal dry run with latest Semgrep and MCP 1.30.0 refuses that exact contradiction without changing the lock. A compatible official upstream graph is still needed under the existing constraints.
The old MCP exception covers only GHSA-84m7-p3x7-pcfv / CVE-2026-59951. It does not cover these three new MCP IDs. The separately approved OTel exception covers only opentelemetry-api 1.37.0 GHSA-xcq7-p3pf-p88h / CVE-2026-114603; its production record remains unapplied. Both existing windows end after 4 November 2026 inclusive. No exception was expanded or renewed. MCP's bearer-audience advisory also requires configuration for affected servers; a version upgrade alone is not a universal remediation claim.
Verification progress
CI signing run 40248154362 succeeded. Independent API and raw Git checks accepted the signed test prefix and its sole dev parent. This consumed signer intent cannot be reused.
Policy PR #6 normal-merged under owner approval. Destination 640549e62fb3ca001499e71d4cf935aa8c0a0192 retains the reviewed policy revision and exact tree. This foundation does not complete protected workflow, origin or consumer adoption.
Hosted materializer run 40286288965, attempt 1, passed its 57 tool and cleanup controls. Independent review accepted that development component only.
Preparation validation run 40621777819, attempt 1, passed all 21 controls. Cleanup validation run 40622229394, attempt 1, passed all 45 controls. Complete independent packet reviews accepted both exact sources and results. These use system Python 3.12.3 and establish component evidence, not original native RED or release readiness.
The shared Git verification and combined metadata-admission correction passed its 57 affected local source/Synthetic test executions. Hosted SharedGit run 40640508522, attempt 1, now passes all 12 existing component controls with no failures, errors, skips or timeouts. Fresh independent review accepted the exact source and authenticated artifact 12795341737. This verifies the bounded component on Linux with system Python 3.12.3. Complete original execution, native evidence, protected integration and the production patch remain pending. Container disposal supplies no cleanup proof. No additional verification framework was added.
Hosted process qualification run 40643440000, attempt 1, passes ten existing process controls under the reviewed Linux container. Fresh independent review accepted the exact source and artifact 12796104995. Coverage includes the four literal environment/FD/session vectors, repeated wait observation and reap, surviving child, elapsed alarm, lost ownership refusal and tighter inherited limits. These use synthetic fixtures with real Linux processes. They do not establish general original cleanup, native evidence or production readiness.
The eight new graph matches do not directly match the separate 57 NativeTool selections. That scoped comparison is not a full toolchain security audit and supplies no additional materialization or native acceptance authority.
The original 15 selected tests previously produced their intended local failures with unchanged source identities, mapping and plan. Those local results have no authenticated CI origin and cannot satisfy PR-native acceptance. The expired pycparser 2.22 bootstrap refusal is setup failure, not semantic RED; it will not be renewed or relabeled.
Remaining acceptance work
Complete the bounded native verification prerequisite and independently accept genuine original execution and authenticated CI origin.
Prepare the concrete protected workflow/origin/consumer integration for its separate owner deployment decision.
Finish the updated complete official graph, public floors, exact parser provenance, scoped records, scheduled advisory selection and both review fixes, including the new compatible fixes and the unresolved MCP boundary.
Verify the final signed head with fresh canonical authority, every native transfer, all three strict audits, compatibility and preservation checks, independent Code Review and every required CI check.
The previous exact-prefix authority expired on 27 October 2026 at 22:30 Europe/Berlin. It cannot transfer to a different head or be treated as current approval. The later main release must preserve the published 0.55.4 application payload and exclude unrelated dev runtime changes. Old PR #785 closes only after verified replacement coverage and a linking comment.
Recovery and finite verification update, 29 October 2026 Europe/Berlin
The missing temporary workspace has been restored in durable worktrees. All required runtime source and the historical production/companion patches were recovered with their recorded SHA-256 identities. Thirty of 33 historical review-input serializations were recovered. Three old inventory snapshots remain missing and were not fabricated; fresh direct independent review accepted forward validation while retaining that limitation.
Original cleanup-signal run 40773465548, attempt 1, passed the unchanged existing control. Independent artifact review accepted exactly that signal/group cleanup scenario.
System Git configuration run 40777982084, attempt 1, passed the single new coverage case. The real Git command completed successfully and exposed the image-only system configuration; the existing validator correctly rejected it. Independent source and artifact reviews accepted that narrow result. No new verification framework was added.
Neither run supplies original15/nativeRED/origin/protected-integration or production-readiness credit. The owner approved a complete-source ceiling of 448 KiB with the helper ceiling unchanged at 256 KiB. The admitted package fits that scope. Integrated run 40782678464 passed source admission, creation and controls, then refused the actual Git configuration before the four original proof commands ran. This remains a verification failure, not semantic RED.
Evidence-delivery run 40788572202 verified the minimal workflow upload repair. Diagnostic run 40790821163 then retained the actual Git output. The CI image supplied five system settings, including Git LFS filters and safe.directory=*, alongside the four expected local settings. The strict validator correctly refused that inherited configuration.
The process-local fix adds only fixed GIT_CONFIG_NOSYSTEM=1 to the four live verification environments. The local-value validator remains unchanged, HOME configuration remains visible, and the host configuration is not edited or whitelisted. Normal test-first checkpoints, genuine local failing-before evidence, passing tests and independent exact code review are retained. Linux run 40792869794 got past configuration validation to the frozen lock-file read. A later command refusal remains under diagnosis. Its new execution closure is incomplete, so no complete cleanup, native RED, authenticated-origin or production-readiness credit is claimed. The next narrow fix preserves the underlying failure and incomplete cleanup facts in existing diagnostics, with every limit and success guard still enforced.
The complete production patch remains unapplied to this PR, required checks remain failing, and the official Semgrep/MCP dependency conflict above still blocks final green. No merge, automatic merge or publication is authorized.
Adds OpenSpec change security-dependencies-0-55-11-dev and regression tests for the planned dependency-security follow-up. This change adds specifications and tests only. It does not apply the dependency updates or change production behavior.
User-visible behavior and CLI surface
No commands, options, defaults, or user-visible behavior change in this PR.
The specifications cover five reviewed dependency versions, two dependency floors, pycparser provenance, a time-bounded OpenTelemetry exception, Git metadata submodule-path refusal, and scheduled resolver test selection. These requirements remain unimplemented.
Contract and API impact
No public functions, Pydantic models, or module package boundaries change. The tests specify the expected GitPython submodule-path behavior; they do not implement it.
No cross-repository module changes are included.
Testing and quality gates
The supplied evidence reports 15 selected local tests failing with intended assertions and no errors or skips. This is local failing-before evidence, not authenticated native CI evidence or a passing verification result.
The OpenSpec task list leaves implementation, native bootstrap approval, full verification, audits, reviews, and readiness checks incomplete. No hatch run contract-test or coverage result is provided.
OpenSpec, docs, and release scope
Adds OpenSpec change security-dependencies-0-55-11-dev, including its proposal, design, requirements, validation notes, evidence, and task checklist. Updates openspec/CHANGE_ORDER.md.
No docs/ or CHANGELOG changes are listed. No version bump, production dependency update, module signing, merge, or release is claimed. The PR objectives state that native and setup checks remain blocked by the expired pycparser 2.22 review; the reported local tests do not resolve that blocker.
This PR adds an OpenSpec plan for a development dependency-security follow-up, records local validation and review evidence, and adds regression tests for dependency trust, audit exceptions, GitPython submodule paths, and scheduled resolver selections. It does not implement the production dependency changes or authorize merge or release.
Changes: Development Dependency Security Follow-up
Layer / File(s)
Summary
Follow-up scope and security requirements openspec/CHANGE_ORDER.md, openspec/changes/security-dependencies-0-55-11-dev/*
The OpenSpec change records proposed dependency versions and security requirements, verification evidence, local test receipts, current blockers, and remaining tasks. It states that production changes, merge, and release are not claimed or authorized.
Dependency trust, audit, and release-selection tests tests/unit/scripts/test_dependency_trust_review.py, tests/unit/scripts/test_security_audit_gate.py, tests/unit/security/test_release_dependency_selection.py
Tests cover reviewed pycparser provenance, the scoped OpenTelemetry exception, dependency selections in lock and export files, and GitPython and pycparser public dependency floors.
GitPython compatibility and resolver-lane tests tests/unit/security/test_frozen_gitpython_compatibility.py, tests/unit/scripts/test_dependency_compatibility_workflow.py
Tests cover rejection of Git metadata submodule paths before cloning and verify that scheduled resolver exclusions retain ordinary cases without changing other jobs’ selections.
This draft adds specs and regression tests for a dependency-security follow-up, and it applies no production changes yet. Two gaps should be fixed before it is marked ready. The plan does not cover the setuptools 84.1.0 fix or name #787 as a prerequisite, so the required strict audit would still fail. The release selection test also does not verify artifact hashes, so it could pass for dependencies that are no longer hash-bound.

Explanation
The title "test(security): start dev-first 0.55.11 follow-up" follows the Conventional Commits style and matches the changeset. The PR adds regression tests and specifications for the dev-first security follow-up. It does not change production code, so the title's "test" type fits. The title is specific enough, though it does not mention the tracked issue (#780) or the dependency focus.

The description is detailed and covers the change purpose, issue references, scope, testing progress, blockers, verification status, and merge restrictions. It does not use several template sections, including Type of Change, Contract-First Testing Evidence, How Has This Been Tested, Checklist, Quality Gates Status, and Screenshots/Recordings. These omissions do not prevent understanding the proposed change, but the description should be aligned with the repository template.

Policy prerequisite nold-ai/.github#6 was normal-merged on 26 October 2026 at 13:36 Europe/Berlin. Actual destination main is 640549e62fb3ca001499e71d4cf935aa8c0a0192. Its second parent preserves reviewed policy 46a4f141de4497c1f46a6114683308fd6f3b2525, and the complete merged tree equals the independently reviewed policy tree. The fresh shipping verifier returned PASS+NOTES; policy tests and exact-head security review passed.
This PR still targets dev at signed test prefix 4ae6175a4d337296d0347e73b66c9da1f0e43f7f and remains draft. The complete 0.55.11 production security patch is not applied yet. The landed foundation does not activate a native release index, reusable workflow, signed origin or producer/consumer integration. Original native replay and the later protected admission gates still precede the patch. The existing expired-pycparser setup refusal is not semantic failing-test evidence and will not be retried unchanged or relabeled.
Work continues in the isolated diagnostic observer branch under frozen, independently accepted tests. That local unit supplies no native RED, PR approval or final readiness claim. This PR will be marked ready only after the complete patch, fresh evidence, required reviews and checks are verified. No core merge or automatic merge has been requested.

The code-review module’s authenticated toolchain lock currently pins Semgrep 1.144.0, while the companion native parity implementation requires 1.175.0 and fixed hashes. A core Semgrep upgrade will therefore require coordinated lock regeneration and parity verification. [::nold-ai/specfact-cli-modules::packages/specfact-code-review/src/specfact_code_review/resources/contracts/pr-range-v1-toolchain-lock.json:1] [::nold-ai/specfact-cli-modules::scripts/native_semgrep_parity.py:49-65]
The module manifest authenticates the toolchain lock by digest and carries package integrity checksum/signature fields; changing the lock requires updating these release/signature inputs. [::nold-ai/specfact-cli-modules::packages/specfact-code-review/module-package.yaml:16-19] [::nold-ai/specfact-cli-modules::packages/specfact-code-review/module-package.yaml:45-47]
Native Semgrep validation rejects candidates unless the distribution is exactly 1.175.0 with the expected semgrep-core hash, so dependency-security work must preserve this native contract rather than only changing a Python dependency floor. Account for the build-tool audit remediation.
The proposed update list omits the setuptools 84.1.0 correction. The PR objectives report that strict auditing found GHSA-xmj3-9gf7-h52w in the current build-tool lock’s setuptools 84.0.0. If the production patch follows only this plan, the required strict audit remains blocked. Add the build-tool correction to the scoped work and acceptance evidence, or identify #787 as a blocking prerequisite. As per path instructions, “Treat as specification source of truth: proposal/tasks/spec deltas vs. code behavior, CHANGE_ORDER consistency, and scenario coverage. Surface drift between OpenSpec and implementation.”

Assert the artifact hashes required by the selection contract.
This assertion accepts name==version without any following hash: \s also matches a newline. The lock assertions check the registry source but not the artifact digests. The test can therefore pass when a selected artifact is no longer hash-bound, contrary to the OpenSpec requirement. Assert the hashes in both the lock entry and CI export. As per path instructions, “Contract-first testing: meaningful scenarios, not redundant assertions already covered by contracts.”

4ae6175a4d337296d0347e73b66c9da1f0e43f7f, based on dev9b5ad1e78430cc0b061cb16de42f73de96f4f312.
Every currently available non-yanked stable Semgrep release from 1.175.0 through latest 1.182.1 requires
mcp==1.29.0.
640549e62fb3ca001499e71d4cf935aa8c0a0192retains the reviewed policy revision and exact tree. This foundation does not complete protected workflow, origin or consumer adoption.
Remaining acceptance work
The previous exact-prefix authority expired on 27 October 2026 at 22:30 Europe/Berlin.
The CI image supplied five system settings, including Git LFS filters and
safe.directory=*, alongside the four expected local settings. The strict validator correctly refused that inherited configuration. The process-local fix adds only fixed
GIT_CONFIG_NOSYSTEM=1to the four live verification environments.
