Python developers need code review to use their project environment without installing SpecFact into it or resolving analyzer dependency conflicts. This PR delivers the first existing/cold detached Hatch service milestone for #513 and the explicitly approved CI-only native review transition.
Codebase owns declaration inspection, existing-environment reuse without synchronization, invocation-owned cold preparation, interpreter identity and source provenance. Customer storage settings remain intact. Public reviewer adoption, other managers, runtime/admission cutover and publication remain in the separate 17 → 18 → 19 → paired core → 20 sequence. This PR does not complete change 17 or close#513.
Mandatory Linux review installs signed reviewer 0.51.2 and released core 0.55.4 before candidate bootstrap. Semgrep has a separate CLI environment with trusted-base transitive constraints. All ten analyzer members, exact-event-head binding, targeted tests, zero-skip per-file evidence, applicable coverage and unchanged tracked source are required. The receipt makes no protected pr_range, core #680 or C15 assurance claim.
The Python 3.11/3.12/3.13 matrix, native Hatch acceptance, module signatures, minimum-core compatibility and security gates remain required. Paired-core smoke authenticates its immutable fixture and retains frozen setup plus all six launchers. No capsule repair or gate waiver is included.
Latest fixes and evidence:
Signed commit 670d403a8c9e7f0a2fd8644f52d722bf5b996dcd aligns test selection with coverage roots, including existing tools/ and top-level src/ tests. Both reported paths failed with empty selection before correction. All 37 mapped CI cases pass and independently reconcile. All 15 review threads are resolved.
Prior fixes invalidate preparation when .coveragerc changes, discover existing nonmirrored package tests, and preserve the migration guard's 167 original Git records.
All 60 mapped native Hatch cases pass locally with zero skips. The prior runtime delta passed SMART and full gates with 5,928 tests each, 77 existing opt-in skips, five baseline warnings and 95 passing subtests. The latest CI-only delta passed normal formatting, type/lint, YAML, boundary, requirements and 28 contract hooks.
GitHub verifies the latest commit as djm81 with the matching email. Codebase 0.42.1 retains its canonical signature, and all seven signed modules verify. Local Darwin independent review is explicitly DEFERRED to blocking exact-head Linux, never reported as PASS.
Exact-head Linux review passes on GPG-verified head 5baeacc5e42fbf281fde834011b07729da775bc3. Its verified artifact contains ten COMPLETE members, 580 successful tests, zero failures/errors/skips, 87.78% project-runtime coverage and unchanged tracked-source hashes. The separate final-head Hatch artifact verifies 60 passes with zero skips and unchanged customer declarations/reused inventory. The full quality matrix remains required.
Independent reviews accepted each bounded delta. CodeRabbit completed the approved initial transition and scripts/test reviews; its documentation finding is corrected.
Final-head quality 3.12 fails at the preserved core trust gate. Quality 3.11 and 3.13 remain running; previous completed runs established the additional exact-release collision below:
Quality 3.12 rejects paired core's pycparser 2.22 trust exception, which expired on 2026-10-22. Separate maintenance is deferred because the active core chat Consolidate dependency security PRs owns overlapping #785 dependency/security recovery. No core changes or cross-thread messages were made.
Quality 3.11 and 3.13 install paired core dev 0.55.11 over declared Hatch core 0.55.4. An unchanged retained exact-release assertion fails after 5,911 passing tests. This is distinct from the trust failure. Any correction must preserve both immutable native-review inputs and paired-core compatibility coverage. No test assertion is waived.

Core continues to route specfact code to nold-ai/specfact-codebase; the new runtime service has no core command consumer or required route change. [::nold-ai/specfact-cli::src/specfact_cli/cli.py:100-106]
Command auditing imports only specfact_codebase.code.commands, so project_runtime is outside the existing audited command contract. [::nold-ai/specfact-cli::src/specfact_cli/validation/command_audit.py:167-175]
Core isolation explicitly treats specfact_codebase.* as an extracted-module namespace, supporting the PR’s placement of the runtime service in the codebase bundle rather than core. [::nold-ai/specfact-cli::tests/unit/test_core_module_isolation.py:10-24]
Bundle layout checks require the specfact_codebase namespace and existing analyze/validate imports to remain available; the new module should preserve that namespace without replacing those paths. [::nold-ai/specfact-cli::tests/unit/bundles/test_bundle_layout.py:43-68]
Marketplace installation verifies the registry-provided tarball SHA-256, while installed modules verify manifest integrity/signatures. Publishing the new 0.42.0 artifact therefore requires synchronized registry checksum and manifest signature metadata. [::nold-ai/specfact-cli::src/specfact_cli/registry/marketplace_client.py:312-329] [::nold-ai/specfact-cli::src/specfact_cli/registry/module_installer.py:760-805]
The core bundled registry contains only core modules and does not list specfact-codebase; this is consistent with the PR’s external marketplace bundle model, but does not provide installed-release acceptance for the new package. [::nold-ai/specfact-cli::resources/bundled-module-registry/index.json:1-24]
Adds specfact_codebase.project_runtime as the first detached Hatch runtime milestone. The service inspects project declarations, validates the selected Python, prepares or reuses a detached Hatch environment, and runs admitted commands with bounded output and timeouts.
The service does not synchronize existing environments. The milestone covers trusted local POSIX projects. Other managers, full native Hatch scripts and global contexts, ordinary review migration, and framework sidecar adoption remain out of scope. It does not close issue #513 or complete OpenSpec change code-review-17-project-runtime-bootstrap.
Bundle and module surface
Codebase 0.42.0 adds a Python service API. It does not add a CLI command or adapter.
Existing review and sidecar routes remain unchanged. No required specfact-cli changes or cross-repository import or contract changes are identified.
Manifest and integrity
module-package.yaml sets version 0.42.0 and adds packaging.
The development checksum was refreshed. The signature shown in the manifest does not establish that the current payload is cryptographically signed: the evidence says the preceding CI signature covered an earlier payload.
Canonical CI signing and publication remain pending. No registry impact is established.
Docs
The portable runtime guide documents the service and its bounded Hatch milestone. It states that ordinary review and framework sidecar commands have not migrated.
The guide permalink and navigation use /guides/portable-project-runtime/. The documentation URL contract identifies this repository as the modules.specfact.io docs source. Publication validation is not established.
CHANGELOG.md adds an Unreleased Codebase 0.42.0 entry.
OpenSpec and verification
OpenSpec change code-review-17-project-runtime-bootstrap records interpreter selection, detached preparation, execution, failure handling, and delivery-review scenarios. Full change acceptance remains pending.
Local evidence reports 46 mapped cases passing without skips after the configured native-cell prerequisite correction. Local quality gates passed; SMART and full runs reported 5,712 passes, 77 opt-in skips, five baseline warnings, and 95 passing subtests. Full testing also passed 30 host proofs. These results do not replace hosted review.
Required exact-head Linux review remains blocking. The captured evidence reports failed hosted reviews on prior heads, incomplete analyzer evidence, and native prerequisites unavailable in the sealed context. The capsule review was deferred locally, not passed.
No merge, full change completion, archive, signed release, or ordinary reviewer cutover is claimed.
This change adds a project runtime service for inspecting Python project declarations, preparing existing or cold detached Hatch environments, and running explicit commands. It also adds proof tooling, tests, delivery checks, milestone records, and Codebase 0.42.0 documentation.

Full details: Out of Scope Changes check
Explanation
The runtime module, Hatch proof, fixtures, focused tests, specifications, guide, and evidence records support the scoped #513 Hatch milestone. The packaging dependency supports the runtime. The Codebase bundle version, checksum, and signature update supports release integrity. Documentation matches the stated pending consumer migrations. No unrelated specfact-cli change, controller migration, customer-data modification, or unrelated bundle change is demonstrated.
Full details: Linked Issues check
Explanation
Issue #513 requires a reusable specfact_codebase.project_runtime service and its use by Code Review and framework sidecar validation. The PR adds the detached existing/cold Hatch service, interpreter checks, isolation, bounded execution, cleanup, and focused tests. The PR does not add runtime inspect or runtime prepare command paths, automatic preparation in ordinary review, or consumer integration. The guide and proposal correctly record these migrations as pending. The PR therefore satisfies the first Hatch service slice but does not satisfy the full linked-issue coding requirements.
Resolution
Integrate project_runtime with Code Review and framework sidecar validation without a reverse dependency. Add the read-only runtime inspect and explicit runtime prepare paths. Add automatic preparation for ordinary review. Add automated tests for these consumer and command paths, then complete the applicable hosted acceptance evidence.

The fixture path already schedules capsule review.
.github/workflows/pr-orchestrator.yml triggers for pull requests, classifies tests/fixtures/portable-runtime/** as a capsule change, and invokes capsule-customer-execution.yml when that classification is true. The added pathspec does not bypass the blocking review.
packages/specfact-codebase/module-package.yaml: 1
28-29: 🗄️ Data Integrity & Integration
The registry concern is refuted. Publication owns the registry update, and semver-ahead manifests are allowed.
The signature concern remains undecidable. The manifest contains a signature, but the TDD evidence describes a checksum-only state. The available cryptographic probe could not run because cryptography is unavailable.
⚠️Unverified finding
Verification ran but could not confirm this finding. It is shown for review, not as a verified issue.
Reject a relative workspace before resolving it.
prepare_project calls workspace.resolve() on whatever path the caller passes. A relative path such as Path("work") silently resolves against the current working directory. The cold environment is then created under that directory, and completed.json is written there. A later call from another directory resolves it somewhere else.
The documentation and the design both require an absolute, fresh, external path. Enforce that in code and return a structured PreparationFailure.
Proposed fix
owned = False
+ if not workspace.is_absolute():+ return PreparationFailure(+ plan,+ "Preparation workspace must be an absolute path",+ "Pass an absolute, fresh, external invocation directory",+ )
workspace = workspace.resolve()
Based on learnings: "When an API accepts a filesystem directory path used for later writes, validate that the path is non-empty and absolute, rejecting relative or empty values with a clear exception."

Focus on adapter and bridge patterns: imports from specfact_cli (models, runtime, validators), Typer/Rich command surfaces, and clear boundaries so core upgrades do not silently break bundles.
Core maps the code command directly to nold-ai/specfact-codebase; changing the bundle identity or manifest name would break command resolution. [::nold-ai/specfact-cli::src/specfact_cli/cli.py:105]
The manifest contract requires category: codebase to mount under the code group, with specfact-codebase as the bundle ID. [::nold-ai/specfact-cli::src/specfact_cli/registry/module_grouping.py:13-15] [::nold-ai/specfact-cli::tests/unit/registry/test_module_grouping.py:42-58]
Core’s command audit imports specfact_codebase.code.commands, so the new runtime module is additive only if the existing package import path remains intact. [::nold-ai/specfact-cli::src/specfact_cli/validation/command_audit.py:127-173]
No direct project_runtime consumer was found in core; ordinary CLI review and command routing still use the existing bundle interfaces.
Marketplace downloads verify the registry-provided SHA-256 checksum, so publishing the updated 0.42.0 artifact requires synchronized registry metadata and signatures. [::nold-ai/specfact-cli::src/specfact_cli/registry/marketplace_client.py:298-329]
Core’s bundle extraction test verifies installation of the signed nold-ai/specfact-codebase tarball, confirming the publication path that must be updated with the new artifact. [::nold-ai/specfact-cli::tests/e2e/test_bundle_extraction_e2e.py:86-130]

The /private/tmp paths are not the sole decision record. The accepted synthesis and implementation decisions are recorded in design.md. No applicable repository requirement requires these supporting review artifacts to be committed, and other committed OpenSpec changes use similar /private/tmp references.

nold-ai/specfact-cli
Core routes specfact code to nold-ai/specfact-codebase; the bundle ID must remain unchanged. [::nold-ai/specfact-cli::src/specfact_cli/cli.py:105]
The codebase bundle is mounted under the code group, and command auditing imports specfact_codebase.code.commands; retaining the existing package/import path is required. [::nold-ai/specfact-cli::src/specfact_cli/registry/module_grouping.py:15] [::nold-ai/specfact-cli::src/specfact_cli/validation/command_audit.py:173]
Marketplace downloads verify the registry’s SHA-256 checksum, while the E2E round-trip publishes and verifies the signed codebase artifact. The 0.42.0 package therefore needs synchronized registry checksum/signature metadata. [::nold-ai/specfact-cli::src/specfact_cli/registry/marketplace_client.py:310-327] [::nold-ai/specfact-cli::tests/e2e/test_bundle_extraction_e2e.py:78-130]
No direct project_runtime consumers or references were found in core; ordinary CLI routing remains on existing codebase command interfaces.

153-153: 🎯 Functional Correctness
The fixture pins Python to 3.11.15, so the exact assertion matches the documented proof prerequisite. Another 3.11.x interpreter is not a supported fixture configuration.
256-265: LGTM! The prior review comment on PYTHON* startup variables is resolved here. _environment() now drops every PYTHON* key, and the explicit override path stays open for non-reserved keys.
9-9: LGTM! This addresses the earlier review comments:
The watchdog timeout is now 1.0.
The base interpreter is now resolved from sys._base_executable.
The numeric-selection and startup-isolation tests agree with _validate_explicit_request and _environment.

210-250: LGTM! The three parametrized cases cover staged, unstaged and missing-independent-review conditions. They reuse the shared deferral_worktree and assert_block2_trace helpers. The ids match the selectors in requirements-evidence.yaml.

Do not flag the integrity pair as stale.
The final payload change is in 9d15359, and 1ec6ca2 adds the signature afterward. The checksum was already updated in the parent manifest. The stale-signature premise does not apply. The registry remains at 0.41.16, but that is a separate publication-metadata update.

This PR does not complete change 17 or close #513.
Mandatory Linux review installs signed reviewer 0.51.2 and released core 0.55.4 before candidate bootstrap. Semgrep has a separate CLI environment with trusted-base transitive constraints. All ten analyzer members, exact-event-head binding, targeted tests, zero-skip per-file evidence, applicable coverage and unchanged tracked source are required. The receipt makes no protected pr_range, core #680 or C15 assurance claim.
The Python 3.11/3.12/3.13 matrix, native Hatch acceptance, module signatures, minimum-core compatibility and security gates remain required. Paired-core smoke authenticates its immutable fixture and retains frozen setup plus all six launchers. No capsule repair or gate waiver is included.

The separate final-head Hatch artifact verifies 60 passes with zero skips and unchanged customer declarations/reused inventory. The full quality matrix remains required.Final-head quality 3.12 fails at the preserved core trust gate.
